Public Sector Audit Team Leaders – South Asia

Cowater is currently recruiting for long-term, field-based Team Leaders for public sector audit projects in South Asia. Initial contracts would typically be for two years, with a possibility for extension. Although the terms of reference for each project are unique, each will involve leading teams to provide technical assistance to strengthen Supreme Audit Institutions in such areas as:

  • reviewing audit methodologies and manuals in a Supreme Audit Institution and working with counterparts to modify and improve said methodologies and manuals (financial, regularity/compliance, performance/VFM);
  • performing a capacity needs assessment and developing a capacity development plan (or reviewing the work of a specialist team member);
  • recommending organizational changes and legal/governance structures required for a modern and independent audit function;
  • providing an action plan for the adoption of international standards;
  • developing improved audit procedures;
  • introducing IT-based audit tools such as CAATs and EWP;
  • developing training plans and delivering training in modern auditing techniques, including coaching counterparts through pilot audits;
  • improving relationships with key external stakeholders such as Public Accounts Committees and the media; and
  • developing quality assurance mechanisms.

Responsibilities will include:

Technical:

  • providing technical advice in improved audit methodologies to counterpart staff through formal classroom training, on-the-job training, and day-to-day coaching;
  • improving audit manuals and methodologies; and
  • leading and coaching counterpart staff through pilot audits using the improved methodologies.

Managerial:

  • overall management of the project to achieve intended results (on time, on budget, on quality);
  • reporting to the client on contractual, financial and operational matters related to the project;
  • leading and supervising the team of project personnel and subcontractors;
  • managing the budget; and
  • preparing progress reports.

Qualifications:

  • professional accounting designation mandatory;
  • 15 years of experience in external auditing, of which at least 10 years are in public sector auditing;
  • experienced Manager/Team Leader with a demonstrated ability to lead and manage teams;
  • at least 5 years' experience providing consultancy services;
  • experience working on projects in less developed countries or countries in transition an asset;
  • experience with developing audit methodologies (either financial, compliance, or performance);
  • excellent writing skills (reports and manuals); and
  • a desire to make a meaningful difference in the international sphere of public sector auditing and to improve governance in less-developed countries.
