February 2010: ADB Awards Cowater a Contract to Strengthen Municipalities in Nepal

Cowater and its two local partners have been selected by the Asian Development Bank to implement an 18-month project focused on strengthening the financial management, urban planning and service provision capabilities of four municipalities in Nepal: Kathmandu Metropolitan City, Biratnagar, Birjunj and Butwal. The project’s specific objectives are to: i) assist participating municipalities in improving their financial management systems and revenue collection capabilities; ii) strengthen human resource capacity within these municipalities in order to improve urban services delivery; and iii) develop geographic information systems (GIS)-based municipal information management systems to support effective planning and service provision at the local level. Beyond these specific objectives, however, is the overall objective of empowering these municipal governments to carry out effectively the functions they became responsible for under the 1999 Local Self-Governance Act.
