February 2008: Cowater Begins Implementation of Second Phase of Communication for Effective Social Service Delivery Project (CESSD II) in Pakistan

Building on the achievements of the seven-year, $7 million CESSD project, Cowater recently began the implementation of the CIDA-financed CESSD II project in Pakistan’s North West Frontier Province (NWFP). Like its predecessor, the goals of this five-year, $9 million institutional development and governance project are to improve the quality of basic social services in Pakistan while increasing access to and use of these services, especially for women and girls, within the context of ongoing devolution and decentralization reforms. The project will achieve these goals by strengthening citizens’ participation in local governance and by building the capacity of, and improving relations between, NWFP’s provincial government, up to 18 districts, selected local governments at the sub-district and village levels, and NGOs.
