Senior Project Manager - Social Development

You will provide technical direction and leadership for complex multi-disciplinary capacity building projects in Asia, Africa, Eastern Europe and the Caribbean.  Your relevant academic background and at least 10 years' international development project management success are coupled with extensive knowledge of donor policies and programs, superior writing skills, and a willingness to travel as needed.

Municipal Finance Advisors - South Africa

Cowater is currently implementing a project on behalf of the World Bank and the Department for International Development (DFID), and requires Municipal Finance Advisors for one- to two-year assignments in various municipalities throughout the Republic of South Africa.

The objective of the assignment is to assist with and advise on financial management reform, and to work with the staff of those municipalities to build municipal financial management capacity. The advisors will be experienced financial managers working under the direction of a Financial Management Reform Team. They are likely to be current or recent practitioners rather than international consultants dealing with general development activities. The focus is on implementation rather than on policy.

Successful candidates must have:

  • minimum ten years in municipal financial management;
  • extensive recent experience in municipal financial planning, budgeting and reporting;
  • other related skills such as experience in community consultation, systems development, information technology, municipal borrowing, and organisational, institutional or procurement reforms;
  • senior management experience; and
  • experience in training and capacity development of staff.

Canadian Team Leader (field-based) - Cameroon

Cowater International Inc. is a well-established international development and management consulting firm based in Ottawa with experience in 55 countries worldwide.  We are currently recruiting for a long term field-based Team Leader for an upcoming tender in Cameroon.

The goals of the program are to support internal audit reform and to promote good public governance in Cameroon.  The specific purpose is to increase the organizational, institutional, professional and technical capacities in internal auditing in Cameroon.

Cowater is seeking candidates for the position of Canadian Team Leader (field-based). 

Responsibilities include:

  • overall management of the project toward the achievement of intended results;
  • reporting directly to CIDA on all contractual, financial and operational matters related to the project;
  • providing support to and supervision of project personnel;
  • ensuring coordination with partner organizations; and
  • managing the relationships with the stakeholders.

Qualifications:

  • at least ten years' experience in managing large projects and administering budgets, with at least five years work experience while resident in developing countries;
  • experience in managing local teams of experts and staff;
  • ten years of experience in public sector internal audit and sector reforms;
  • experience working with senior level officials in a developing country reform context;
  • experience with CIDA’s RBM approach, progress and financial reporting requirements, and contracting requirements;
  • bilingual in French and English; and
  • as required by CIDA, Canadian citizen or Canadian landed immigrant.

Assets would include:

  • recent development experience in Africa;
  • experience in working in Cameroon in particular.

Canadian Team Leader (field-based) – Indonesia

Cowater International Inc. is a well-established international development and management consulting firm based in Ottawa with experience in 55 countries worldwide.  We are currently recruiting for a long-term field-based Team Leader for an upcoming tender in Indonesia.

The purpose of the proposed project is to help the national anti-corruption commission and governments in Sulawesi to work together to implement, and then spotlight, good governance practices that will lead to better service delivery.  It involves identifying and implementing new and better practices in key areas of public administration at provincial, district and municipal levels in Sulawesi, and disseminating the results as good practice working models that can be replicated elsewhere in the region and in country.

Cowater is seeking candidates for the position of Canadian Team Leader (field-based).
