Facility & Fund Management
Managing Complex Development Funds with Transparency, Accountability, and Impact
Cowater International has a strong record in the design and management of multi-donor facilities and funds that provide flexible, demand-driven support to governments, civil society, and the private sector. We specialize in creating platforms that enable rapid access to technical expertise, evidence, and financing, ensuring that resources are deployed effectively and transparently to achieve lasting development impact.
Our approach combines robust fiduciary oversight with adaptive programming, enabling facilities to respond quickly to evolving priorities while maintaining strong accountability to donors and beneficiaries. Through these mechanisms, we help advance inclusive growth, strengthen governance, and promote gender equality in diverse and often fragile contexts.

Facility Management and Expert Deployment
Cowater manages complex technical assistance facilities that provide rapid, high-quality expertise in response to partner needs. These facilities allow donors and governments to access specialized knowledge, conduct studies, and pilot innovative solutions without the long lead times of traditional programming.
We have implemented a range of expert deployment mechanisms and support facilities, such as:
- Expert Deployment Mechanism for Trade and Development (EDM), funded by Global Affairs Canada, which deploys Canadian and international expertise to help partner countries negotiate and implement inclusive trade agreements.
- Middle East Field Support Services Project (FSSP), which provides technical, administrative, and logistical support to Canada’s development and humanitarian portfolio in Iraq, Jordan, and Lebanon.
- Regional and sectoral facilities in areas such as education, social protection, climate change, and food systems, designed to provide on-demand expertise, manage funds, and strengthen institutional capacity.
Through these mechanisms, Cowater combines technical depth with operational efficiency, ensuring that expertise and resources are accessible when and where they are most needed.

Fund Management
Cowater has deep experience in the fiduciary and operational management of multi-donor funds and financing facilities. We combine rigorous financial oversight with flexible programming approaches that ensure funds reach the communities, institutions, and enterprises that need them most. Our systems meet the highest standards of transparency and accountability, while also enabling innovation and responsiveness to emerging priorities.
We manage funds across diverse sectors, including climate action, women’s economic empowerment, trade, education, and social protection. Our fund management approach integrates gender equality, social inclusion, and environmental sustainability into investment decisions, ensuring that resources drive equitable and lasting change.
Examples of our fund management work include:
- Cambodia Climate Finance Facility (CCFF), developed under the CAPRED program, which leverages private sector investment for climate adaptation and mitigation through innovative financing tools such as green bonds and blended finance.
- Granting mechanisms within trade and private sector facilities such as Tasdeer (Palestine), which provide targeted support to SMEs to improve export competitiveness and meet international standards.
- Women’s economic empowerment projects, such as GROW in Palestine and REFAM in Morocco, where Cowater designed and managed grant windows that enabled women-led MSMEs and cooperatives to access finance, build business capacity, and expand market access.
- Regional development and resilience programs, including climate-smart agriculture and food security initiatives, where Cowater has overseen competitive calls for proposals, due diligence processes, and disbursement of funds to civil society organizations, cooperatives, and local governments.
By combining financial integrity with inclusive programming, Cowater ensures that funds deliver measurable impact while building local ownership and capacity.

Policy Dialogue Facilities
Cowater designs and manages policy dialogue platforms that bring together governments, civil society, regional organizations, and development partners to shape inclusive, evidence-based reforms. These facilities serve as hubs for consultation, research, and knowledge exchange, strengthening the link between policy and practice.
Examples of our work include:
- Trade and Investment Advocacy Fund (TAF2+), funded by the UK’s FCDO, which enables developing countries to participate more effectively in trade negotiations by providing technical advice, research, and logistical support.
- Partnership Priorities Support Facilities with the European Union, such as in Algeria and Libya, which support dialogue on governance, socio-economic development, energy, and migration.
- Cambodia-Australia Partnership for Resilient Economic Development (CAPRED), a multi-sector facility that provides policy advice, research, and grant funding to advance inclusive and climate-resilient growth.
These facilities create trusted spaces for dialogue, align donor support with national priorities, and strengthen the capacity of governments and institutions to design and implement reforms that improve the lives of citizens.
