Effective development depends on evidence, accountability, and adaptive learning. Cowater integrates robust monitoring, evaluation, research and learning (MERL) systems across its global portfolio for the purpose of both accountability and adaptive management. MERL systems are integrated across program lifecycle to measure results, generate insights, and ensure that programming remains relevant and impactful in rapidly changing contexts. Our approach emphasizes participatory methods, locally driven data collection, and transparent reporting to build trust with partners and communities. We combine this with knowledge management and applied research to strengthen institutional learning and influence policy.

Monitoring and Evaluation

Cowater designs and delivers comprehensive Monitoring, Evaluation and Learning (MEL) systems and services across humanitarian and development initiatives. We develop tailored MEL frameworks that ensure accountability to donors, governments, and communities, while adhering to international standards and best practices. Our methodologies capture both quantitative results and qualitative change, emphasizing inclusivity, gender equality, resilience, and sustainability. Using mixed-method approaches and innovative data collection tools we monitor progress, measure impact, and generate evidence to inform decision-making, adaptive management, and organizational learning.

Our portfolio encompasses a wide range of evaluation types, including Country Programme and Strategic Plan Evaluations, Thematic, Multi-Country/Regional, Impact Evaluations, Real-Time Evaluations, Corporate Emergency Evaluations, and Project Evaluations (mid-term, final, and ex-post). We also provide facility and framework management, expert roster mechanisms, and technical assistance to strengthen MEL capacities at institutional and programmatic levels.

Cowater has extensive experience applying MEL tools across diverse contexts and thematic areas, health, WASH, food security and nutrition, protection, shelter and non-food items (NFIs), and education (including in emergency setting), to governance, human rights and peacebuilding, inclusive growth, public finance management, trade and investment, and climate and environment.

With a sustained presence in Africa, the Middle East, Asia, Latin America, and Europe, our global reach is enabled by Cowater International’s corporate network and by long-standing partnerships with local firms, think tanks, universities, and NGOs, allowing rapid, context-appropriate deployment in stable, fragile, and conflict-affected settings.

Through Long-Term Agreements (LTAs) with leading partners, Cowater has established a strong track record in managing complex evaluation frameworks efficiently and at scale. We have supported key United Nations agencies and international partners, including UNICEF, the UN Peacebuilding Fund (UN PBF), UNHCR, OCHA, WFP, FAO, UNOPS, and the ICRC, as well as DG ECHO, FCDO, and ENABEL. In addition, Cowater has conducted evaluations for other major organizations such as GAC, GIZ, AICS, AFD, LuxDev, and DG INTPA.

Research, Knowledge Management and Learning

Beyond accountability, Cowater invests in research and knowledge generation that inform policy and practice. We manage multi-country research facilities, develop policy-relevant evidence, and disseminate lessons learned across regions and sectors. Through initiatives such as the SPARC research facility on food security and livelihoods in fragile contexts, and KONEKSI in Indonesia, which strengthens academic–policy linkages, Cowater contributes to advancing global dialogue on inclusive economic growth, climate resilience, and gender equality. Another example is the Peacebuilding Impact “Spotlight” Exercise implemented in The Gambia, funded by the UN Peacebuilding Impact Hub under the UN Secretariat. This initiative combines research and evaluation to shed light on the country’s transitional justice process following the fall of the dictatorship of Yahya Jammeh in 2017. The exercise includes a comprehensive review of progress achieved, a video documentary, a policy brief presented to the UN Peacebuilding Commission, and support for the development of a revised national peacebuilding and transitional justice strategy.

To strengthen organizational learning, Cowater has developed an internal results management tool that captures outcomes across all programs and supports periodic learning sessions to analyze trends, share insights, and identify good practices. For example, the Impact and Learning Community of Practice convenes teams across the Global Affairs Canada (GAC) portfolio to exchange experiences on MEL practices, research, and learning, thereby enhancing cross-program knowledge sharing and promoting continuous improvement.

When supporting Research, Knowledge Management, and Learning, Cowater draws on its network of technical experts and long-standing partnerships with academic and research institutions worldwide. We promote the co-creation of knowledge, the development of tailored dissemination strategies, and the collaborative generation and uptake of evidence to inform policy dialogue and program adaptation. To maximize outreach and influence, we design communication products and knowledge materials; such as policy briefs, synthesis papers, infographics, videos, and interactive dashboards; that are adapted to specific audiences, ensuring research findings are accessible, engaging, and actionable.

Third-Party Monitoring

Cowater delivers robust Third Party Monitoring (TPM) that enables adaptive management and results-based decision-making across FCDO-funded programmes in Fragile and Conflict-Affected States (FCAS), including Somalia, Yemen, South Sudan, and Nigeria. Our work spans critical sectors such as governance, resilience, conflict prevention, women’s economic empowerment, and service delivery.

Through our FCDO-funded TPM programs in Somalia and Yemen, we’ve developed interactive dashboards that integrate TPM data, remote sensing, and partner reporting. These platforms enable near-real-time tracking of performance indicators and risk assessment. In Somalia, our dashboards visualize partner reach and outcome progress across federal states. In Yemen, they combine TPM verification data with satellite imagery to assess infrastructure rehabilitation in conflict-affected zones.

Our management of the Syria Independent Monitoring, Evaluation and Analysis (SIMEA) facility demonstrates our expertise in embedding learning, Political Economy Analysis (PEA), and conflict sensitivity into MEL systems. Through SIMEA’s research windows, we support FCDO and partners in generating locally grounded insights that inform adaptive programming and create feedback loops between TPM findings, evaluative learning, and portfolio-level analysis.

These FCDO TPM/MEL contracts showcase Cowater’s ability to integrate TPM with advanced analytics, participatory learning, and applied research—enhancing both accountability and strategic learning across donor portfolios in fragile contexts.
