Cowater Launches FG4R Project to Support Ukraine’s Local Recovery and Reconstruction

Cowater International is pleased to announce the launch of the Fiscal Governance for Local Reconstruction and Recovery (FG4R) project, with support from Switzerland through the Swiss State Secretariat for Economic Affairs (SECO). The project has a total contract value of CHF 7.4 million and will support Ukraine’s recovery and reconstruction efforts by strengthening fiscal governance at the local level.

FG4R works with five cities of regional importance in western and central Ukraine, namely Zhytomyr, Lviv, Vinnytsia, Khmelnytskyi, and Chernivtsi, to enhance their ability to raise, manage, and allocate public finances effectively. The project focuses on improving budget accountability and transparency, domestic revenue mobilization and debt management, strategic budget allocation, and knowledge capture and exchange.

By strengthening local fiscal systems, FG4R aims to increase accountability, expand fiscal space, and support more strategic public investment. This will help build citizen trust in local governments, reduce dependence on national-level financing, and create more reliable conditions for service delivery and investment. The programme is designed to be scalable, with the potential to expand to additional cities in future phases depending on the evolving context in Ukraine.
