Cowater Launches Sustainable Public Procurement Programme in Ukraine and Moldova

Stockholm, December 2025 – Cowater International is pleased to announce the launch of the Global Capacity Development Programme on Sustainable Public Procurement (SPP) in Ukraine and Moldova, funded by the Swedish International Development Cooperation Agency (Sida). The programme is implemented by the Cowater team in Sweden under a global framework agreement valued at SEK 28.7 million for the period 2021–2027.

The programme supports governments and public institutions to strengthen Sustainable Public Procurement practices that balance economic, social, and environmental objectives, in line with national priorities and the goals of Agenda 2030. Through training, mentorship, peer-to-peer learning, and partnerships, the initiative helps public authorities integrate sustainability into procurement policies, tools, and decision-making processes.

Following a planning phase, Cowater is now implementing a regional programme in Eastern Europe, covering Ukraine and Moldova, with activities running through 2027. This builds on Cowater Sweden’s extensive experience delivering Sida-funded SPP programmes across Africa and Latin America, where the team has supported 33 partner organizations in strengthening procurement governance, systems, and education.
