
A milestone for inclusion: celebrating progress towards a more equitable police force in Haiti
Port-au-Prince, April 15, 2025 – A major milestone was celebrated on April 15, 2025: the Haitian National Police officially presented the CNAF-HQ Directive, marking a historic step forward for gender equality within the institution.
This achievement was made possible through the technical support and sustained engagement of the Appui à une police professionnelle et inclusive (APPI) project, which worked closely with national stakeholders to draft, validate, and promote the Directive, ultimately leading to its formal legal recognition nearly twenty years after the CNAF-HQ’s creation.
More than a symbolic moment, the adoption of the CNAF-HQ Directive provides a strong institutional foundation for deepening gender mainstreaming efforts within the Haitian National Police, encouraging greater representation of women in leadership positions within the Haitian National Police. It also opens critical opportunities for the RANP project to build on this progress and further support reforms aimed at strengthening leadership, inclusion, and accountability across the institution.
As highlighted by Ms. Marie Jeannette Bateau Salomon, CNAF-HQ Coordinator, during the ceremony: “Today, the CNAF-HQ cannot speak of progress without acknowledging the unwavering support of those who contributed technically to the development of this Directive, which we consider its ‘birth certificate.”
In recognition of these efforts, a special certificate of appreciation was awarded to the APPI project team during the event — a strong symbol of the impact of this collaboration and of Cowater International’s commitment to driving lasting, positive change.
