
Building a More Inclusive and Professional Police Force in Haiti
Port-au-Prince, 16 October 2025 – The Strengthening the National Police Academy (RANP) project, implemented by Cowater International with funding from Global Affairs Canada (GAC), marked a major milestone this month with the graduation of 46 instructors from the course “Training for Transformation: Equitable Pedagogy for an Inclusive Police Force.”
Delivered in partnership with Haiti’s National Police Academy (ENP), the training strengthened instructors’ skills in inclusion, gender equality and human rights, core pillars of the RANP project’s mission to support a more humane, professional and citizen-focused police force.
Speaking at the certificate ceremony, Francine Sénécal, Senior Director of the RANP project, highlighted the participants’ commitment and underscored the project’s three priorities: strengthening the ENP’s institutional capacity, improving training infrastructure, and integrating gender equality across structures and practices.
The event also featured testimonials from participants who described how the training transformed their approach to teaching, inspiring them to model empathy and inclusivity in their work with new police cadets.
The RANP project continues to contribute to a more equitable and resilient Haitian National Police (PNH) by supporting the professionalisation of its training systems and promoting gender equality within the institution.
