
Canada Funds $35M in New Cowater-Led Projects to Support Ukraine’s Recovery and Preserve Historical Memory
Ottawa, March 14, 2025 – Cowater International is pleased to announce its role in implementing two new projects in Ukraine, funded by the Government of Canada, as part of ongoing efforts to support Ukraine’s recovery and to preserve historical memory. The announcement was made February 24th by Prime Minister Justin Trudeau as part of Canada’s broader commitment to a just and lasting peace in Ukraine.
The first initiative, Support for Exhibits at the National Museum of the Holodomor-Genocide in Kyiv (PSOPs), is a $10 million project over two years. This initiative will enhance high-quality research on the Holodomor genocide and strengthen the management capacity of Ukraine’s National Museum of the Holodomor-Genocide, with a focus on gender equality, inclusion, and diversity. By increasing awareness and understanding of the Holodomor and its gendered impacts, this project will contribute to preserving historical memory and advancing social inclusion in Ukraine.
The second initiative, U-Restore, is a $25 million project over seven years aimed at strengthening the ability of local authorities to deliver essential public services in a gender-responsive, accessible, inclusive, and environmentally sustainable manner. The project will empower local civil society organizations, particularly those representing women and other vulnerable groups, to participate in recovery efforts and implement small-scale livelihood recovery projects that meet community needs. Additionally, U-Restore will enhance the capacity of the Government of Ukraine to oversee and monitor local recovery initiatives, ensuring long-term, sustainable impact.
