The “Canadian Advisory Agency Support to the Social Policy and Development Centre” project was a ten-year, USD 3.15M initiative undertaken with the financial support of the Government of Canada provided through Global Affairs Canada (GAC). The initiative strengthened the capacity of the Social Policy and Development Centre (SPDC) and its government and civil society partners in, among other areas: expenditure analysis, gender responsive budgeting, budget analysis, social sector databases, strategic planning, advocacy strategies, and evaluation of the Social Action Program. Cowater managed the technical assistance and training funds for the social policy think tank, SPDC, in Karachi. Cowater additionally facilitated strategic planning, work planning, and needs identification; and further managed and administered direct Canadian inputs to SPDC.
