The “Capacity Assessment of Gender Equality Programming in the Commonwealth Caribbean” was a seven-month, CAD 51,000 initiative undertaken with the financial support of the Government of Canada provided through Global Affairs Canada (GAC). The initiative involved the development and implementation of an assessment of the agency’s project teams’ (GAC Posts, Canadian Executing Agency staff, and in-country partners) capacity to integrate gender equality considerations in the design, implementation, monitoring and evaluation of projects in the Commonwealth Caribbean. Cowater reviewed the documentation and existing materials of 21 projects; developed survey instruments for the assessment; analyzed survey responses; developed recommendations based on the assessment; and proposed future activities, including training and monitoring.
