Capacity Building for Sector-wide Budgetary Support

Cowater delivered this 3-year project which focused on building the capacities of all stakeholders who are active in the management process of three sector programs (finances, education, health) in Mali, from the initial planning activities to the monitoring and evaluation of programs’ performance. The capacity building component aimed at supporting the target structures in revising the planning-monitoring-evaluating processes; implementing high-performance management information systems (MIS) capable of facilitating the establishment of program budgeting, according to the Economic Community of West African States (ECOWAS) requirements; and conducting a cost-benefit analysis on the harmonization of the national budget process with the norms established by the ECOWAS.
