The objective of the Capacity Support Programme for Civil Society Organisations (PROS ) was to contribute to improving citizens’ participation in poverty reduction through support to civil society organisations (CSOs), enabling them to contribute actively and efficiently to the national, regional and local development processes. The activities conducted by Cowater International (formerly Transtec) included: technical assistance services linked to the management of the grants; co-funding and coaching of CSO capacity strengthening projects; co-funding and coaching of consultation and dialogue project identified by CSOs; co-funding and coaching of communication and information campaigns developed by CSOs; and support to the reform of the national public system for the recognition of CSOs, their registration and monitoring. The project worked to develop a CSO electronic directory and supported specific training delivered to the ministerial staff in charge of civil society, especially around support to the reform of the national public system for the recognition, registration, and monitoring of CSOs. The project further supported the development of an internal procedures handbook and designed evaluation and monitoring tools and performance indicator. Particular focus was given to youth organisations and CSOs working in human rights, the private press and women’s organizations.
