Consulting Services for the Cost Recovery Technical Assistance for Sustainability of Ulaanbaatar’s Water Supply System

Cowater International was implementing this project for the Millennium Challenge Corporation, supporting the Mongolian government to meet the expected water demand in Ulaanbaatar. Cowater International ran this technical assistance programme with the Mongolian Water Services Regulatory Commission in order to identify and implement a water tariff structure, considering the willingness to pay of the populations as well as the affordability of water services in the capital. This exercise was necessary to take into account the poor and disadvantaged groups and to recommend customer support programs. It allowed the Ulan-Bator Water Supply and Sanitation Authority (USUG) to prepare rate files that take into account full recovery of operating and maintenance costs, amortization and debt servicing.
