Costing of South Africa’s National Climate Change Adaptation Strategy

The objective of this assignment was to develop an initial cost estimate for the implementation of strategic interventions defined in South Africa’s National Climate Change Adaptation Strategy (NCCAS). The strategy elaborated the National Adaptation Plan for the country, serving as a common reference point for adaptation efforts in the short to medium term and providing guidance across national, provincial and local levels of government for climate resilient development. Cowater was contracted by the International Institute for Sustainable Development (IISD) to support the Department of Environmental Affairs of South Africa to develop a detailed cost estimate for strategic interventions outlined in the NCCAS. Cowater provided technical assistance to the DEA in identifying the steps to be taken to facilitate a smooth transition for the implementation of the NCCAS, through the development of a detailed cost estimate that outlines estimated resource requirements and associated cost implications of the minimum required capacity to implement the nine strategic interventions and associated actions of the NCCAS, including human resources, infrastructure, equipment and technology, capacity development, and operational costs. The cost estimate provided a realistic breakdown of the total amount of funds that needed to be secured from the government budget and donors to support the implementation of the NCCAS over the short and medium term.
