Cowater was responsible for conducting an evaluation in line with the terms of reference and Global Affair’s Canada’s Evaluation Guide; recruiting and contracting the local expert, managing day-to-day operations of the evaluation, including visits to project locations and coordination with the donor and the Cyril Potter College of Education; providing regular progress reporting to the CIDA Project Manager; developing the results of the evaluation; and producing the deliverables in accordance with contractual requirements. In keeping with the participatory style of management, the evaluation involved all stakeholders in gathering qualitative and quantitative data.
