Cowater International is leading this framework contract which provides integrated logistical, administrative, financial and security support to the contracting authority in deploying EU electoral missions. This includes: Election Expert Missions (EEMs), which deploy electoral experts to assess the electoral process in the third country; Exploratory Missions (ExM), which deploy experts to examine the feasibility of a possible EOM or EAT; and Election Follow-up Missions (EFM), which deploy electoral experts to examine the extent to which the recommendations of past EOMs have been implemented by the partner country. The framework also supports complementary activities such as studies or desk reviews on electoral matters. These election missions involve the organisation of travel, insurance and accommodation to the members of the EU election missions, provision of necessary local services, office and communication facilities, security support, payment of fees, per diems and allowances.
