The “Gender Equality Monitor for the Canada-China Higher Education Program” was a one-year, CAD 75,000 initiative undertaken with the financial support of the Government of Canada provided through Global Affairs Canada (GAC). The initiative involved eight linkage projects with seven universities and one college in consortia with other universities, the private sector and government agencies in Canada and China. Cowater reviewed the progress and ensured the effective integration of gender equality considerations throughout the program’s projects, paying particular attention to the extent that gender equality results and indicators have been clearly defined; that concrete steps have been identified to reach these results; and that focal points have been identified at Canadian Partner Organizations and Chinese institutions. Cowater additionally reviewed and assisted in the strengthening of the capacity of local institutions to participate in public policy formation processes – in particular, in terms of gender implications.
