Cowater implemented this five-year pilot project in the Tanger-Tétouan and Al Hoceima-Taza-Taounate regions of northern Morocco between 2006-2012. The project enhanced the quality and accessibility of services provided by rural local governments (Collectivités locales) to their citizens within the context of ongoing decentralization reforms in Morocco. Our team focused on training local administrators and elected officials in cooperation with the Ministry of the Interior’s Direction Géneral des Collectivités Locales. Capacity building efforts focused on organizational performance and design, human resource management, public financial management, partnership development, results-based management and communications while integrating the cross-cutting theme of gender equality. Particular emphasis was placed on increasing the role of women in local governance and development; introducing management systems and techniques that will be relevant to local needs; leveraging the prior and ongoing work of other donors in the sphere of local governance in Morocco; and, establishing the foundation for replicating project successes on a nation-wide scale.
