Cowater implemented this project (from 1995-1999) to modernize the entire budget process (multi-year program budget) of the government of Guyana. This included the preparation, form and nature (nomenclature and program), arbitration and approval by Parliament on the basis of a “budget system by program ”, with periodic monitoring and updating. The project also included the modernization of the legislative framework governing the budget process as well as the implementation of an IT solution for monitoring and modifying the budget. All the appropriate processes and tools were first tested at the level of a pilot ministry and then extended to all government ministries.
