Implementation of an Integrated Financial Management System (IFMS) and Human Resources Management System (HRMS)

Cowater is currently implementing this CAD 1.9 million project (2018-2021) which is working on strengthening the Ministry of Finance and the Ministry of Public Service of the Bahamas by modernizing their public financial management (PFM) through the implementation of an Integrated Financial Management System (IFMS) and a human resource management system (HRMS). To achieve this, policies, processes and procedures are being redesigned to meet the highest standards in terms PFM and HRMS modernization. Support to the ministries focus on every major area needed to transform key government activities related to PFM and human resource management towards an integrated financial management system and a robust and fully operational human resource management system. The mandate focuses on the following key elements: design changes for PFM and human resource management legislation, regulations, policies, procedures and technologies; implementation of best practices for PFM and human resource management; global capacity building that supports a modern PFM and HRM system; alignment of related projects in terms of monitoring, coordination and integration; Identify all other activities required to the implementation of IFMS and HRMS; operational, technical and business advisory services to the Ministry of Finance and the Ministry of Public Service.
