Cowater implemented this USD 225,000 project in 2009 to design and produce IT/TeamMate audit training courses (including course strategy, structure, and material); to develop a training-of-trainers course for a core group of trainers who were enabled to provide the other auditors with training in IT audit; and to provide senior management of the Office of the Auditor General (OAG) with recommendations that contributed to develop an effective and quality follow-up training course in an IT audit environment. Cowater conducted three pilot audits to test the use of the financial audit manual in the field. We conducted a workshop to identify the OAG auditors’ strengths and weaknesses in performing actual field work using the financial audit manual; and worked very closely with OAG staff to review the financial audit manual and TeamMate Library. We subsequently designed a comprehensive training course that incorporated training on the use of the financial audit manual, risk-based financial audit methodology, TeamMate and IT audit fundamentals; developed a ToT course; and carried out the course with a selected group of trainers.
