Through this CAD 860 000, World Bank-funded project, Cowater supported an important reform in Senegal which included the adoption of a code of transparency in public finance management. It met the needs of the Ministry of Economy and Finance (MEF) to set up an integrated financial management system (IFMIS). This project had two phases: Phase 1 of the project supported the MEF in the formulation of strategies for the integration of the IFMIS, the conduct of change, and the assistance to the contracting authority in the implementation of IFMIS. The change management strategy provided an effective framework for the IFMIS implementation. It promoted the appropriation of the system by the different actors of the budgetary and accounting processes. Phase 2 of the project supported the MEF in the development and implementation of a change management strategy aimed at creating the conditions for success and engaging stakeholders and facilitating the implementation of IFMIS and its appropriation by users.
