The project sought to increasecapacity for self-sustaining economic, environmental and social improvements by assisting the Government of Nepal to implement its development strategy in three districts in the Karnali and Bheri zones. Cowater participated in Phase 2 of the programme (from 1986-1992) and supported project coordination, training, technical assistance, and the implementation of sub-projects.
