As part of the launch of the Sahel Alliance, AFD launched the first operational component composed of six fast-track projects and contracted Cowater International (formerly Transtec) to set up the external support for monitoring and evaluation for a cluster of 6 projects in the Sahel (in Burkina Faso, Mali, Mauritania, Niger, and Chad). The sectors concerned by this first component are electricity, water, sanitation, education and local development. The six themes selected are: employability of young people; rural development, agriculture and food security; climate, governance; support for the return of basic services; and security in all five territories. In order to act and obtain results quickly due to the unstable situation in their area of intervention, AFD entrusted Cowater International with the analysis and reporting on the achievements produced by these projects, the results of these projects (i.e. the changes that these projects bring), their level of security and their possible involvement in the current conflicting tensions in the Sahel. This mission provides AFD with objective feedback through external support for monitoring and evaluation, and allows the contracting authorities in charge of these projects to develop a capacity to produce a relevant, regular and reliable flow of monitoring information and to organise the evaluation necessary to achieve this objective.
