Cowater implemented this assignment to develop a Governanc Sector Delivery Strategy for the Australian government’s development assistance to Pakistan. This included a desk-based analysis and field missions and set out to identify needs, challenges, and constraints within the sector in Pakistan and issue recommendations around future areas of focus and potential programming.
