Cowater undertook the FDSP project to assist the Government of Algeria in the structural adjustment relating to the development and enhancement of the private sector (from 1996-2001. FDSP was intended to be an engine for sustainable economic development in Algeria. The program supported the Algerian private sector by giving it access to Canadian know-how in order to improve its productivity and competitiveness in addition to improving the entrepreneurial environment by reducing the constraints in place and improving the training programs in the country.
