This USD 500,000 public sector audit capacity development project (1999-2001) was a component of the World Bank-funded Public Sector Modernization Project in Jamaica. Over 2 years Cowater worked to initiate change in the Jamaican public sector to ensure an effective provision of public goods and services. Phase I of the project was carried out in three components: strengthening the Auditor General’s Department (AGD); strengthening the Internal Audit Directorate (IAD) within the Ministry of Finance and Planning; and strengthening the Internal Audit (IA) Units within their respective Ministries, Departments and Agencies. Phase II focused on the delivery of training. In conjunction with members of the AGD and IAD, Cowater coordinated “train-the-trainer” training in the areas of performance audit, fraud/forensic audit, report writing, statistical sampling, audit skills, introduction to CAATs and public sector management principles. Training toolkits were prepared for each course, and on-the-job training was a strong element of this approach. This project changed the way auditors conducted their work by modernising processes, improving efficiency, and enhancing overall accountability and transparency.
