The Government of Grenada (GoG) viewed a responsive public service and the promotion of an active private sector as vital to its attempts to address poverty and vulnerability, and to encourage social and economic development. This three-year project (2003-2006) targeted policy, local governance, and management issues at the heart of local government, while also paying attention to the enabling environment for the private sector. The role of responsive local policing in providing personal and community safety and security was also addressed as a component of the project, given its immediate status as a critical factor in the lives and social development of all citizens, particularly the poor and vulnerable. Through the provision of targeted long- and short-term technical assistance inputs, Cowater enabled a refocusing of power and authority in the GoG’s policy-making systems and strengthened the principles of open government and transparency in decision-making. This included developing a detailed strategic plan for the Grenada Industrial Development Corporation, a statutory body, for the specific purpose of facilitating regional and international private sector investment in Grenada. Participatory planning processes were utilized to stimulate dialogue between key stakeholders including GIDC staff, government and the private sector.
