Budget Systems Modernisation Project (Phase 1)

The Budget Systems Modernisation Project focused on the core business functions of the Ministry of Finance in expenditures budgeting and management. The project goal was to improve the government service delivery to the population through the promotion of increased transparency and accountability. The project included 2 components: (1) Budget modernisation process; and (2) Improvement of the budget presentation to Parliament with a survey covering the parliamentarians, the press and the public. This project was followed by a second phase, also implemented by Cowater.
