Strengthening Public Accountability in Cuba

Cowater implemented this five-year CAD 5 million project (2013-2018) which improved the accountability of public expenditures in Cuba by developing capacity of, and providing technical assistance to, the Contraloria General de la Republica de Cuba (General Comptrollership of the Republic; CGR). More specifically, this project supported the Government of Cuba to: 1) improve skills of national auditing staff; 2) improve the capacity of CGR officials to disseminate training on audit and supervision techniques following a vast Train-the-Trainer program; 3) increase the capacity of the CGR to ensure compliance with, and integration of, internationally-harmonized audit standards; 4) improve capacity of the CGR to manage, oversee and apply information systems and technology. This project worked specifically in areas of compliance, financial, and performance audit.
