Strengthening the Debt Management Capacity of the Debt and Aid Management Department

In 2003 Cowater implemented this small, Asian Development Bank-funded project to develop the capacity of Bhutan’s Department of Aid and Debt Management. Our consultants worked with the Department to help them forecast debt effectively and supported its institutional development, helping it to build relationships with key government ministries and departments and other stakeholders as well as better define its responsibilities and functions. Cowater’s team strengthened the risk management capabilities and policies of the Department, improved internal reporting and analytical abilities, and designed and developed a database to support these operations while carrying out training for key officials in Government in areas such as fiscal planning, budgeting, and debt management.
