Cowater implemented this project, conducting a study on the various tax benefits under the tax system in Tanzania. The project informed the Government of Tanzania about the costs and benefits of existing tax advantages in order to define the basis for a comprehensive reform of the tax benefits regime. The study resulted in an inventory of all the concessions contained in the Tanzanian tax system, identifying their legal foundations, main beneficiaries, ministries and agencies involved in their management and objectives. The study was based on international best practices to provide recommendations for action to be taken in order to significantly reduce the revenue losses for the state due to tax concessions, while preserving the quality of the business environment. According to these recommendations, the study then developed an integrated roadmap to enable the Government of Tanzania to implement a reform of the tax concession regime according to a phased approach.
