The “Support for the Ten-year Basic Education Development Plan (SARC)” project built the capacity of the Ministry of Basic Education and Literacy (MENA) of Burkina Faso through key activities in Public Financial Management, Procurement Reforms, Technical Assistance in Education, and Human Resources development. The project supported MENA through its strategic plan for long-term capacity-building. This plan was developed for the successful implementation of the Strategic Development of Basic Education Program, within the context of reform of the education sector and decentralization. The institutional strengthening and capacity building activities of the project included: (1) technical support to strengthen the capabilities of the public procurement department and the Administration and Finance department of MENA; (2) support the Human Resources Branch in workforce planning and skills: supporting the development of a diagnostic report analyzing the MENA’s forward-looking staff and skills management capabilities; (3) support to reform basic education curriculum: identification and articulation of the various steps leading to reform of formal and non-formal education curriculum; and (4) support to the Ministry of Basic Education and Literacy in implementing Public Investment Management practices.
