Cowater delivered this Global Affairs Canada-funded, CAD $2.1 million, project between 2012-2015 working in collaboration with the Institute of Public Administration of Canada (IPAC). The project worked with the Ethics Secretariat (ES) in Tanzania to combat corruption in Tanzania by strengthening and improving the unit. SES was designed to improve ethical leadership and public sector accountability by capacitating the Ethics Secretariat to enforce the Public Leadership Code of Ethics Act and reduce conflicts of interest among public leaders and civil servants. Key activities of the project included advisory support for the development of legal frameworks, ethical guides for leaders, integrity pledges and ICT strategies; on-the-job coaching to ES management to strengthen their capacity to carry out investigations, planning, research and data gather tasks more effectively; classroom training for ES staff on topics relating to conducting investigations and the rollout of hardware and software improvements enabling the more efficient management of asset declaration forms.
