The Cowater International (formerly Transtec)-led Third Party Monitoring of the FCDO Yemen Portfolio (Tahseen) is carrying out monitoring and rapid research services to FCDO. Tahseen has been monitoring the full range of sectors covered by the FCDO response (i.e. Food Security, Cash Assistance, Health, Nutrition, Shelter, Social Protection, Protection, WASH), as well as supporting assessments on cross-cutting themes such as value for money, climate change awareness, COVID-19 perception, and conflict sensitivity. The contract includes three outputs: 1. Independent project monitoring; 2. Assessment of FCDO’s implementing partners’ (IPs) monitoring & evaluation (M&E) systems; and 3. Thematic studies (briefs, rapid reviews, evaluations). Notable activities include: the assessment of the quality, relevance, timeliness, efficiency, effectiveness of FCDO-funded projects; call centre surveys to collect beneficiary feedback; field monitoring in real-time and post-delivery verifications; photographic and geo-referenced evidence of project implementation and of field monitoring visits and interviews with beneficiaries in line with security considerations, ethical principles and in consultation with partners being monitored; and face-to-face beneficiary quantitative and qualitative surveys and interviews.
