Cowater implemented this one-year project which supported the Government of Mali in implementing reforms to establish and operationalise program budgets at the decentralized level and to optimize resource management transferred to local and regional authorities. This project also improved the multiannual expenditure programming documents, the multiannual budgetary and economic programming document, and supported the definition of a Reform Scheme. Cowater also supported the Government of Mali in defining their new strategic reform framework (Master Plan of the 2017-2021 Reform; Decentralized and decentralized management of appropriations in the budget-program mode). Multiannual programming expenditure documents, annual performance projects, and the program budget of the Ministry of Education and Health were also developed, by proposing the “the Development of a roadmap to improve the interdepartmental allocation,” to operationalize the Reform with other departments.
