Technical Assistance in Support to the National Authorising Officer in the Republic of Guinea

The objective of this technical assistance implemented by Cowater International (formerly Transtec) was to support the Delegate National Authorising Officer in the programming and implementation of projects and programmes financed by the European Development Fund through support provided to the NAO Support Unit located within the National Debt Directorate of the Ministry of Economy and Finance. Cowater International strengthened the capacity of the NAO in the identification, formulation, and planning of programming. Cowater further strengthened the capacity of the NAO as well as of executing agencies and project management units, in: financial management; accounting; contract management; monitoring and evaluation; the use of computerised financial and technical tools; and reporting. The project established a training programme for staff of the NAO Unit, executing agencies, project management units and stakeholders within line ministries and designed and promoted the role played by the NAO while assisting the setting up of an institutional system for aid management.
