Technical Assistance to Provide Support to the Implementation of Internationally Recognised Institutional Reforms

This project provided technical assistance to the Southern African Development Community (SADC) Secretariat to support the implementation of internationally recognised institutional reforms under the Capacity Building for Regional Integration (CBRI) Programme. Cowater International (formerly Transtec) strengthened the financial administration and management of the SADC Secretariat to comply with internationally accepted standards for accounting, procurement, internal control and external audit. This involved the: development and consolidation of a robust core budget and accounting system (CBAS); training of SADC Secretariat Directorates and Units in new financial rules and regulations; designing a Financial Process Manual; designing and implementing an Integrated Finance and Management Information system (IFMIS); the application of international standards for internal audit and IT systems audits; carrying out a skills gap analysis with supporting associated training; and carrying out independent assessments to confirm the financial compliance of the SADC Secretariat. The project also supported a new Finance, Procurement and Management Information System process manual, improved document and records management processes, the implementation of the IT policy, improved Human Resources Management practivces, and the establishment of a Risk Management System.
