Cowater International (formerly Transtec) assisted the Congolese government in the process of reforming the civil registration system and vital statistics. Within this project, Cowater International designed a monitoring and evaluation system for the implementation of the National Civil Status Strategy of the Democratic Republic of Congo (SNEC-RDC) and developed its action plan to accompany the reform process. This Monitoring and Evaluation System was designed to provide a framework for ‘step-by-step’ monitoring of the implementation of this strategy and its action plan.
