Services to Support the Proper implementation of the Early Recovery Programme (ERP) Framework Loan in Ukraine- Phase I

The objective of the Ukraine Early Recovery Programme (ERP) implemented by Cowater International (formerly Transtec) was to rebuild infrastructure, improve economic livelihoods, strengthen social resilience, and initiate reconciliation and peacebuilding in the regions of Ukraine affected by civil strife (Donetsk and Luhansk) as well as select neighbouring regions (Zaporizhzhia, Dnipropetrovsk and Kharkiv). The technical assistance supported the implementation of the ERP framework while enforcing and maintaining the quality of works and compliance with the EIB’s environmental and social standards, procurement guidelines and corruption prevention. Cowater International organised and facilitated stakeholder engagement and consultation, provided capacity development to key government ministries and agencies (Ministry of Regional Development, Construction, Housing and Communal Services, Ministry of Infrastructure, Ministry of Finance, State Agency for Recovery of Donbas and others), and provided support for the assessment, prioritization and development of the investment strategy. This was followed by a second Phase of the project, also implemented by Cowater
