As part of an initiative to develop an urban development master plan for Calabar City and other development areas in Cross River State, Nigeria, Cowater was subcontracted to provided a capacity assessment of key municipal and state institutions. This included analyzing the existing institutional structure, roles and capacities of agencies involved in urban management at the state and local government levels; reviewing legislative and regulatory frameworks governing these institutions; analyzing their capacities to effectively plan, implement and manage proposed development initiatives from a financial and management perspective; and providing recommendations regarding municipal budgeting practices and revenue sources and necessary institutional reforms.
