Monitoring, Evaluation and Learning Senior Specialist

Samira Saif is a seasoned specialist in monitoring, evaluation and results measurement (MRM) and women’s economic empowerment (WEE), with over 15 years of experience in governance and economic development programs focused on market systems development, livelihoods and impact investing across a range of sectors. She has led the design and implementation of MRM systems, mixed methods research and evaluation ensuring alignment with the DCED and OECD standards, for a range of bilateral and multilateral programs funded by donors including the IFC- World Bank, FCDO, DFAT, Global Affairs Canada, SDC, and UNCDF. She has supported programs operating in selective countries across the Pacific, South and East Asia, South Caucasus, MENA region, Latin America and the Sub-Saharan Africa,

She currently serves as Senior MEL Specialist in Cowater International’s Impact and Learning Unit, where she provides technical leadership on MRM and inclusion. She also delivers the MRM elective as a trainer for the Market Systems Development training program hosted by the Springfield Centre. Samira holds an advanced degree in International Development, with a specialization in Economic Development Policy.
