1980s

1984

The Canoe Trip Vision

On a canoe trip in Algonquin Park, founders Mike McGarry, Mark Baron, and later joined by Lyle Osland, envisioned a bold new path: to create a private sector firm capable of delivering transformative development projects that would shape communities and drive lasting impact.

Cowater International is Established

Cowater International Inc. is incorporated on March 29, with headquarters in Ottawa. Its first major project (K-BIRD) in Nepal, worth CAD 24M, focuses on sustainable rural development.

1987

Breakthrough Projects in Asia

Cowater wins significant World Bank and ADB projects in Indonesia and other Asian countries, establishing credibility in audit and public financial management.

First Water Project in Pakistan

Cowater delivers the Water Supply and Sanitation Investment Plan, funded by the World Bank, marking its entry into the water and sanitation sector. This groundbreaking initiative introduced Cowater’s first female Team Leader, reflecting an early commitment to gender inclusion in technical leadership. The project laid the foundation for decades of sustained engagement in Pakistan, where Cowater would go on to lead multi-phase national programs in water, environment, and public health engineering.

Cowater Alaska

Cowater Alaska is created to deliver water and sanitation solutions to remote Indigenous and northern communities, operating for ~20 years.

Community Water Project, Ghana

Cowater is awarded the CAD 12.5M Community Water Project (COWAP), funded by the Canadian government, marking a turning point in its WASH work. Implemented from 1993 to 2000, the initiative improved water, sanitation, and health conditions in over 2,600 rural communities across Ghana’s Upper Regions. It was the first large project where Cowater was the Prime Contractor, demonstrating its ability to manage large-scale, multi-stakeholder initiatives. This success became the foundation for a 25-year portfolio of water and sanitation programs that later expanded to countries such as Mozambique and Malawi, shaping Cowater’s long-term reputation as a leader in community-based WASH solutions.

1993

First Climate Change & Gender-Integrated Project (Egypt)

Cowater launches the Community Environmental Action Project (CENACT), a CAD 6.1M initiative funded by the Canadian government and its first Design and Implement opportunity with the donor. As Cowater’s first climate change project, CENACT empowered local NGOs to manage solid waste, reduce pollution, and promote sustainable practices, while deliberately integrating gender-inclusive leadership into environmental governance. This pioneering effort set the stage for Cowater’s long-term integration of climate resilience and gender equality across its portfolio.

Expansion in Pakistan

Multiple long-term projects strengthen Pakistan’s environment, health, and finance institutions, building a strong country portfolio.

1997–1998

Gender and Governance in Bangladesh

Cowater delivers the Policy Leadership and Advocacy for Gender Equality (PLAGE) project, pioneering gender mainstreaming across government institutions. Extended until 2012, PLAGE shaped global best practice and later inspired Canadian partnerships.

2000s

Municipal Reform in South Africa

The USD 8.1M Municipal Financial Management Technical Assistance Project, funded by the World Bank/DBSA, strengthens financial governance in 23 municipalities, introducing multi-year budgeting reforms and improving service delivery.

Leadership Transition

David Baron becomes General Manager, paving the way for the next generation of Cowater leadership.

Women Defining Peace, Sri Lanka

A CAD 6.1M project, Women Defining Peace empowers women’s political participation and strengthens responses to gender-based violence. The success of this initiative opened doors to additional , cementing its reputation in women’s rights and governance.

CRC Sogema Partnership

Cowater acquires 49.6% of CRC Sogema (Montreal), expanding public finance and governance expertise, and its footprint in francophone Africa and Haiti.

Organic Growth

Successfully managed rapid organic growth and quadrupling of revenues . This growth enabled Cowater to expand into new markets.

2013

First large DFAT Project: MAMPU, Indonesia

Cowater begins a transformative seven-year partnership supporting women’s empowerment through civil society strengthening, one of its longest and most impactful gender equality programs.

Fragile States Entry: South Sudan

Implements the World Bank-funded Local Governance Project, Cowater’s first major engagement in fragile and conflict-affected contexts, paving the way for work in Palestine, Jordan, Haiti and Ukraine. This built on earlier work done in other fragile states, such as Haiti.

Smart Water Meter Project, Barbados

USD 26M project modernizes water systems, diversifies Cowater’s portfolio, and enhances sustainable water management.

Cowater leads transformative renewable energy projects

Flagship GAC-funded renewable energy and economic development SEED project in Jordan delivers 3,200 solar systems, cutting CO₂ emissions by 260,000 tonnes, while empowering women-led startups and improving energy access in schools and health centres. This built Cowater’s renewable energy portfolio with future projects in Burkina Faso with Windega, our first private contribution project.

Full Acquisition of CRC Sogema

Cowater becomes sole owner and rebrands as CowaterSogema International, later merging operations in 2018.

Gender Equality Working Group

Cowater formalizes its Gender Equality, Disability and Social Inclusion (GEDSI)  approach through an internal, cross-sector working group.

Expert Deployment Mechanism (EDM)

Cowater’s first trade project launched, supporting 18 countries to negotiate and implement trade agreements. Trade becomes a core Cowater capability.

Acquisition of AECOM IDEV (UK)

On June 18, Cowater acquires AECOM International Development Ltd. (UK) from DT Global. Renamed Cowater UK Ltd., the acquisition expands Cowater’s reach across Europe and Africa and strengthens its delivery of large-scale trade and governance projects.

Trade Leadership: TAF2+ and CRATES

Cowater begins managing the TAF2+ facility, supporting at the WTO with technical advice and capacity building, cementing its role as a trusted trade partner. That same year, Cowater is awarded its first major UK FCDO-funded project, Customs Reform and Trade Enhancement Somalia (CRATES), strengthening its profile in trade facilitation and customs reform.

Acquisition of Transtec (Belgium)

Cowater strengthens governance, democracy, elections reform, security sector reform, peace building and mediation, MEL, and public sector reform expertise in Europe and Africa.

Reorganization & GEDSI Unit

Cowater consolidates under Cowater International Inc. and establishes its Gender Equality, Disability, and Social Inclusion (GEDSI) Unit to deepen gender and inclusion integration corporately and across programs.

Acquisition of Finnish Consulting Group’s (FCG) international development consulting

Cowater expands into Finland, Sweden, Germany, New Zealand, Singapore, and Kenya, integrating all entities under Cowater International and strengthening its expertise in WASH, education, and climate change, along with other priority sectors of Nordic donors, the ADB, and New Zealand’s aid programme.

First Major Fisheries Project, Kiribati

Cowater secures New Zealand MFAT-funded fisheries and marine training project, building Cowater’s presence in the Pacific region.

Equity Economics Partnership, Australia

Cowater joins forces with Canberra-based firm Equity Economics to expand expertise in public finance and economic development across Asia-Pacific.

Ukraine Leadership

By mid-2025, Cowater is a significant development actor in Ukraine with seven contracts, underscoring its commitment to recovery and resilience.

CRC Sogema (Montreal, Canada)

1989

Founded by Pierre Cholette, Michel Rivard, and Michel Côté (CRC = Cholette, Rivard, Côté). Focused on large-scale projects in governance, economic management, and institutional reform.

Builds expertise in public finance, governance reform, and decentralization across Africa and Latin America.

1990s-2000s

2007

Acquires the Education & Training Division of Tecsult Eduplus, expanding into education and training.

Strengthens presence in Haiti (policing, governance) and Africa (auditor general, financial oversight).

2010s

2011

Cowater acquires 49.6% of CRC Sogema and project collaborations begin.

AECOM International Development (UK)

Pre-2008

AECOM’s development work grows through legacy units (PADCO)

AECOM International Development (IDEV) builds global reputation in governance, trade, and development delivery.

2019 (Jun 18)

Cowater acquires AECOM IDEV (UK) and renames it Cowater UK Ltd. This gives Cowater immediate presence in London and expands reach across Europe and Africa.

Becomes a platform for winning and delivering UK FCDO-funded projects, broadening portfolio to include economic development, infrastructure, energy transition, urbanisation and climate research. Achieves strategic supplier status for FCDO.

Post-2019

Transtec (Belgium)

1983

Founded in Belgium as Transtec, initially focused on agriculture and rural development projects for the European Commission.

Expands rapidly across Latin America, Africa, Asia and Europe (TACIS and PHARE countries), providing Technical Assistance with EU donors in agriculture, governance, institutional capacity building, and democracy support. First Framework Contractor of the EU in Asia and Latin America.

2000s

Expands its technical assistance and expertise as Framework Contractor and LTA design and implementation for various donors covering agriculture, environment, governance, human development, institutional capacity building, security sector reform, democracy, electoral support and monitoring and evaluation.

Strengthens expertise in fragile states, rule of law, and security sector reform. Expands collaboration with bilateral agencies (AFD, Enabel, DFID, GAC), International Organisations and UN Agencies. Civipol acquires Transtec.

2010s

Oct 15, 2020

Cowater acquires Transtec from CIVIPOL.

Entity renamed Cowater International SA, based in Belgium. Acquisition expands Cowater’s EU presence and technical expertise in governance, elections, and fragile state programming.

2021 (Oct)

Finnish Consulting Group (FCG)

1949

Established to support Finland’s post-war reconstruction, focusing on engineering, school architecture, and community planning.

Services broadened to include infrastructure, environmental engineering, water and waste management, and natural resources. The first international project launched in Tunisia in the forestry sector.

1960s

1970s-1980s

Expanded internationally, leveraging Finland’s aid program and engineering expertise.

Diversified into governance, education, environment, and economic development, with new clients including the EU and Sida. Established subsidiaries in New Zealand, Sweden, and several Eastern European countries.

1990s-2000s

2010s

Expanded its geographic presence through acquisitions in Sweden, Germany, and Kenya, and opened a Singapore office, becoming one of the largest Nordic development firms.

Cowater acquires FCG’s international development business, strengthening Cowater’s Nordic and Asia-Pacific footprint with new hubs across Northern Europe and the Pacific.

2023-2024

Equity Economics (Australia)

2012

Equity Economics established as a unique, female led domestic and international economic development firm.

Equity Economics wins strategic advisory roles in Indonesia, designing and delivering major DFAT investments including Katalis.

2020

2021

Equity Economics is awarded its first philanthropically funded, multi-year project for domestic social policy, increasing its Australian domestic presence and profile of the firm.

Cowater acquires Equity Economics, solidifying its investment in the Asia Pacific region. The partnership quickly wins a range of new design and evaluation work in economic governance and security in the Pacific region.
