Domestic Revenue Mobilisation Project (Phase II) PAMORI II

This nine-year project increased the capacity of the Malian government to satisfy basic needs and reduce poverty through improved revenue generation. The project aimed to radically transform the working environment of the Revenue Department of Mali in order to increase tax revenues. The objectives of the project were threefold: (1) Support the Government of Mali in the design and effective implementation of a tax reform that would allow for growth in internal taxation within the budgetary revenue structure; (2) Contribute to increasing tax revenues in a sustainable manner; (3) Engage with civil society in discussions on public finance. The second phase aimed at supporting the Revenue Service to consolidate the PAMORI I achievements and results and continuing reforms undertaken during the first phase and strengthening the Direction Nationale des Domaines et du Cadastre on functions related to property taxation and land information system establishment. The project also took in account gender equality and environmental concerns.
