Evaluation of the Modernization of the State Economic Sphere

The Evaluation of the Modernization of the State Economic Sphere project was a 5-month initiative undertaken with the financial support of the Government of Canada provided through Global Affairs Canada (GAC). The agency engaged the services of Cowater under its Performance Measurement Standing Offer to undertake an independent, external evaluation of the global results obtained from six state modernization projects. The results of the evaluation assisted the agency and the Cuban Ministry of Foreign Investment and Cooperation to: (a) assess achieved results and examine the extent to which the Cuban public sector responded positively to the changes brought about by the cooperation program; and (b) provide information on future needs of the sector and prepare conclusions and recommendations to advise and inform the agency in the design of the future Canada-Cuba Development Cooperation Program. The evaluation offered a unique and important opportunity to examine and highlight the contributions and lessons learned, and to identify trends with which to inform future programming endeavors.
