Outcome Fund for Education Results (OFFER)

The Outcome Fund for Education Results (OFFER) is Colombia’s first large-scale results-based financing initiative in education, implemented by Cowater International in partnership with Global Affairs Canada, Colombia’s Ministry of National Education and Fundación Santo Domingo. OFFER brings together public, private, and philanthropic sectors to tackle persistent inequalities in Colombia’s education system, particularly for children and youth living in rural, remote, and underserved communities affected by poverty, conflict, and migration. 

OFFER deploys an innovative, transparent financing model that channels pooled resources through a dedicated Trust Fund. Funding is allocated via competitive Education Challenges, targeting the providers and solutions with the greatest potential for measurable progress in three strategic areas: access, retention, and learning quality. Unlike traditional funding, OFFER makes payments only when independent verification confirms learning gains and improvements in educational outcomes. 

By focusing on results rather than inputs, OFFER strengthens accountability, fosters innovation among education providers, and ensures that investments directly benefit learners with the greatest barriers. The Fund’s design maximizes capital efficiency: resources from social financiers are recycled and reinvested, increasing overall impact for every dollar mobilized. 

OFFER’s first Challenge is underway in Barú (Bolívar), supporting early-grade literacy and numeracy, teacher professional development, and socio-emotional learning for children in highly vulnerable communities. Over five years, the Fund aims to launch multiple Education Challenges, benefitting thousands of students and creating a robust evidence base to inform national policy.
