Public Financial Management Technical Advisory Services to the Ministry of Health (MoH) and Provincial Directorates of Health

The objective of this project implemented by Cowater International (formerly Transtec) was to contribute to the effective implementation of the PFM improvement plan and to strengthen PFM at the national and provincial levels. In the framework of this technical assistance, Cowater International strengthened national structures for PFM in the Ministry of Health, Directorate of Administration and Finance (MISAU) through the implementation of all elements of the PFM improvement plan. It strengthened the provincial structures for PFM in the Provincial Health Directorates (DPS), with specific focus on Tete and Gaza Provinces, in the areas of need outlined in the PFM improvement plan and proposed and implemented the required systems and structures for decentralised planning, budgeting and accounting in pilot districts.
